Mr Benson Ojobo, Delta Coordinator of the World Bank’s State Employment and Expenditure for Results (SEEFOR) project, says the Delta Government’s public finance management reform will benefit the state immensely.
Ojobo told the News Agency of Nigeria (NAN) in Asaba on Sunday that the reform, backed by the World Bank and the European Union, would assist the state in fund management. He said the reform entailed the review of the state government’s finance laws, including the Fiscal Responsibility Law and the Public Procurement Law.
The coordinator said that the public finance management reform progamme was part of the World Bank’s projects in the state in 2014. Ojobo said that under the programme, the bank was partnering the state government and its Ministries, Departments and Agencies (MDAs) in managing their funds for effective delivery of projects. He explained that to ensure successful implementation of the programme, the bank engaged the services of a consulting firm, Indepth Consulting Ltd., to assess the procurement capacity of the key MDAs.
The coordinator also said that the consultant would help to design organizational structure of the proposed public procurement commission of the State.He said the programme would also assist the government develop and adopt multi-year budget strategies as against the annual budgeting system currently operated by the State. “The MDAs in the State will now prepare their budgets not just for one year only; they could prepare up to three to five years budgets,’’ he added.
Ojobo said that the programme would help the state in planning for the future and maintaining its assets. (NAN)
