APC CORRUPTION UNLIMITED: How Buhari Government Is Using Procurement Of 12 Super Tucano Aircraft To Fleece Nigeria

I read this interesting piece on the timeline of Victor Ichikogu by one Femi Ogunsanwo.
Findings on the procurement Of 12 Super Tucano Aircraft by the federal government of Nigeria shows that the country is being defrauded once again.
The current cost of the Tucano jets Nigeria is planning to buy from United States is between $9 - $14 million. But Buhari paid $496 million upfront without legislative approval  for 12 Tucano planes. That's $41.3 million per Tucano plane.
Buhari approved $462m instead of $168M- for 12 Tucano Jets to be delivered in year 2020, increasing the cost, Which  means Nigeria is losing over $294m in the whole deal.
Most interesting is the fact that payment was made without budgetary allocation and without National Assembly approval by the so called "Mr Integrity" and anti corruption leader.
The procurement process was initiated and stipulated payment should be made by 27th December 2017. But payment was actually made in February 2018, so why the delay in informing the national assembly.
How come the Presidency didn't transmit to NASS for a extra budgetary spending approval during that interval of close to 50 days
It is not unclear however, why the National Assembly is yet to initiate impeachment proceedings against the President for flouting the law.
